A) ORAL COMMUNICATIONS: Pursuant to provisions of the Government Code §54957, this is the time provided for members of the public to address the city council regarding matters on this agenda (maximum of three minutes per speaker)

B) CALL TO ORDER

C) ADJOURN TO CLOSED SESSION ON THE FOLLOWING MATTERS:
1. Conference with Legal Counsel, Existing Litigation pursuant to Government Code Section 54956.9(a):
City of Calistoga v. Grant Reynolds, Napa County Superior Court Case No. 26-46826.

Judicial review of environmental determinations may be subject to a shorter time period for Litigation, in certain cases 30 days following the date of final decision.
Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection at the public counter at City Hall located on the first floor at 1232 Washington Street during normal business hours.

1) Presentation of appreciation awards to Jeremy Campbell and Zachery Fleckner for five years of service as part-time firefighters.

2) Presentation by Shelby Valentine, the City’s representative on the Napa City-County Library Commission.

H) COUNCIL REQUESTS AND IDEAS FOR DISCUSSION

I) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

3) Consideration of an amendment to Calistoga Municipal Code (CMC 2010-02) initiated by the City of Calistoga amending Title 5 Business Taxes, Licenses and Regulations, Title 3 Revenue, Finance, and Expenditure, specifically Chapter 3.30 Film Permits for Motion Picture and Television Production and Title 17 Zoning, specifically, Section 17.40.050 Action – Administrative Use Permits to establish regulations for authorizing special events occurring in the City.
RECOMMENDED ACTION: Adopt Ordinance.

4) Consideration of a Resolution authorizing the City Manager to execute a Consultant Services Agreement Amendment with Tetra-Tech Inc. for added extra design services on the Mt. Washington Water Tank Project.

5) Consideration of an Ordinance regulating alarm response.

6) Consideration of Resolution authorizing the City Manager to exercise the City of Calistoga’s option to purchase 2010 High Rocks Drive, Calistoga, an affordable housing unit, with possibility of assignment, to facilitate purchase by another low to moderate income household.
RECOMMENDED ACTION: Adopt Resolution.

7) Consideration of a Resolution establishing a Planning and Building Manager position in the Planning and Building Division.

8) Consideration of a Resolution authorizing Calistoga to become a member of a Countywide Subregion for local administration of ABAG’s Regional Housing Need Allocation (RHNA) process for the 2014-2022 housing period.

9) Presentation on the City’s street pavement management system.

10) Consideration of a Resolution authorizing the Mayor to sign a letter to Senators Diane Feinstein and Barbara Boxer and Congressman Mike Thompson asking that they oppose any federal government settlement agreement with the Mishewal Wappo Indian Tribe for acquisition of land within the City of Calistoga and Napa County.
RECOMMENDED ACTION: Adopt Resolution.

11) Consideration of a Resolution authorizing the City Manager to enter into a contract dispute resolution settlement agreement with IEDA in the amount of $19,657.57.
