The Mobile Home Park Rent Stabilization Ordinance (RSO) was adopted in recognition of the important contribution mobile homes provide to the city's stock of affordable housing.  The RSO stabilizes the increasing costs of mobilehome space rents and capital improvements to mobile home parks at a level that maintains the affordability of units, but provides a fair economic return on the investments of mobile home park owners.
