Rent Stabilization
The City adopted the Mobile Home Rent Stabilization Ordinance (RSO) in 1995 in recognition of the important contribution mobile homes provide to the affordable housing stock and senior housing in Calistoga.
In October 2007, the RSO was amended by the City Council to better serve the affected parties. The RSO stabilizes the increasing costs of mobile home space rents and capital improvements to mobile home parks at a level, which maintains the affordability of units, while also providing a fair economic return on the investment of these parks for property owners. The Ordinance mandates that mobile home park rent increases imposed by the mobile home park property owner(s) cannot exceed the lesser of either, 1) 100 percent of the annual percentage change in the Consumer Price Index (CPI) for the San Francisco Bay Area calculated to the nearest tenth, published for the month of April, issued in the month of May, or 2) six percent of the base rent.
Other than mobile home park space rents, the City does not regulate rent increases for any other properties in the City. For more information regarding the RSO, please review the Information Sheet and/or the User's Guide

Building and Inspection Services
As of April 20, 2023, the City has relinquished responsibility for the enforcement of the Mobile Home Parks Act and the Special Occupancy Parks Act (SOPA) to the Department of Housing and Community Development (HCD). (Ordinance No. 758).
