The Building Division reviews building permit applications for compliance with state and local building codes (structural, electrical, mechanical, plumbing and energy efficiency) and provides inspection services for all building-related construction. The Division also oversees plan check and inspection services for mobile home/manufactured home installation and accessory structures pursuant to Title 25 of the California Code of Regulations, and conducts Mobile Home Park inspections as required by the State.

Special Inspection & Testing Agreement Form for applicants of projects requiring special inspection or testing as per Section 1704 of the State of California Building Code.
Business Licenses: if the applicant is a business/contractor you will need to obtain a city business license.

Owner builders are not required to obtain a city license, however if using licensed subcontractors, those subs
are required to possess a current city license.

Building Permit Reports
BUILDING PERMITS
Application Options:
· Digital submittals may be submitted via email to building@ci.calistoga.ca.us using a file transfer service (e.g. Dropbox, WeTransfer, etc.) if applicable.
· Hard copies of plans may be submitted by mail or dropped off at City Hall.
Submitted plans will be reviewed by staff for completeness and to determine the applicable fees. Applicant will be informed by email of materials/information needed to complete the application submittal.
· Payments may be made by phone with credit card or by check, cash or credit card at City Hall between 8 a.m. and 4:30 p.m. (office is closed for lunch 12-12:30).
· Applicant will be notified when the permit is ready to issue and the permit fees due.
· All construction sites shall be subject to monitoring and enforcement by both the City of Calistoga and the County of Napa.
Building Permit Inspections
· Call or email the Building Division to schedule an inspection: Inspections are available Monday - Friday 9am-12pm.
· If an in-person inspection is scheduled, the applicant shall provide ready access to the site and area to be inspected and have all work completed for the inspection. The inspector may elect to not enter an occupied building or dwelling unit and may choose to defer inspections of interior spaces.
