Finance Services is a Division of the Administrative Services Department and provides comprehensive financial management, planning and treasury services to the City departments.
Financial Management includes payroll and benefit services to all City employees, payment of City bills for services and supplies; cashiering and collection taxes, fees and other revenues; accounting for all financial and related transactions and creation of many reports; compliance with State and Federal regulations for employees and people or companies doing business with the City; and maintenance of the Business License and Transient Occupancy Tax codes.
Payments to people or companies doing business with the City prior to receiving any payments from the City all vendors doing business with the City are required to have a current Federal Form W-9 on file with the City along with any required insurance or other certificates required by agreements or other documents.
Locally collected and administered Taxes
Business License Tax Chapter 5.04 of the City Municipal code requires all persons or corporations doing business in the City to pay a calendar year Business License Tax based on the type and size of the business. Contact our business license administrator at 866-240-3665 or APPLY ONLINE

Transient Occupancy Tax Chapter 3.16 of the City Municipal code requires all Bed & Breakfast, Inns, Spas or other lodging facilities collect a 12% Transient Occupancy Tax from the rental of rooms. Payment of the tax collected is requires submission of a form with the monthly payment. The Transient Occupancy Tax Reporting form can be downloaded from this site and submitted to the City. Financial Reporting The City issues a Comprehensive Annual Financial Report summarizing all of the City annual financial transactions for a fiscal year (from July 1st to the following June 30th). These reports are audited by an independent auditor and available for public review. Several years of financial reports are available for downloading.
Financial Planning includes Budget development and projections; budgeting and financial policies; and financial advisory services to the other departments. The City adopts a Two Year Budget for all operations and capital improvements. The City also produces several periodic Budget reports on the status and projections of revenues and expenditures. Treasury services includes the management of the City bank accounts; collections and transfers of funds; administrationof the City Investment Policy and investment of available cash; and issuance and management of City debt and lease obligations.
