A planning application is required for many new development projects,
land use or business operations changes, the construction of most new buildings,
and many exterior building modifications.

 GENERAL PLANNING APPLICATION FORM (PDF)

Asterisk  PRE-APPLICATION OPTIONS FOR CERTAIN PROJECTS
The City provides pre-application services for specific development types. If you are uncertain about the necessity of a pre-application for your project, please book an appointment with the planning staff, or review the two available applications:

  1. DEVELOPMENT & DESIGN REVIEW CONSULTATION APPLICATION (PDF)
  2. Pre-application consultations involve a review of projects by interdepartmental staff. Their purpose is to help applicants understand the City’s permitting process and to provide initial feedback on preliminary or conceptual design proposals. These consultations are required for certain projects before submitting permit applications, and Planning Department staff may also request them for other projects.
  3. HOUSING DEVELOPMENT PRELIMINARY APPLICATION (PDF)
  4. The preliminary application for housing development projects seeking vesting rights under Senate Bill (SB) 330, known as the Housing Crisis Act of 2019. Eligible projects include the development or redevelopment of a site to provide: (1) one or more residential units; (2) a mix of commercial and residential uses where two-thirds is residential; or (3) transitional or supportive housing.

Select each necessary project checklist from the options below to accompany the submission of the General Planning Application Form (Step 1). All required checklists must be submitted in conjunction with all other forms, information, and plans.

Planning Application Step 3

After compiling all requisite forms, checklists, documents, and plan set components, the planning applications can be submitted either digitally or in person. 

 DIGITAL APPLICATION SUBMISSION
Applications may be submitted in an electronic format following the City’s digital file requirements to planning@calistogaca.gov. Digital file requirements are included in each project checklist (Step 2).

IN-PERSON APPLICATION SUBMISSION
Applications may also be submitted in person at City Hall by appointment only. Please schedule the appointment using this link or call (707) 942-2827 to schedule an appointment.

Asterisk  APPLICATION FEES

The City has an adopted fee schedule, which is subject to revisions annually. Please determine your application fees by viewing the current Fee Schedule or referring to the project checklist (Step 2).

Payment of application fees is required for your application to be deemed "received" under the California Permit Streamlining Act (Government Code § 65943 et seq.) and the Calistoga Municipal Code (CMC § 17.02.080). Accordingly, review of an application will not begin until payment of all fees has been made and posted to your account.
