A) ORAL COMMUNICATIONS: Pursuant to provisions of the Government Code §54957, this is the time provided for members of the public to address the City Council regarding matters on this agenda (maximum of three minutes per speaker)

Judicial review of any City administrative decision may be had only if a petition is filed with the court not later than the 90th day following the date upon which the decision becomes final. Judicial review of environmental determinations may be subject to a shorter time period for Litigation, in certain cases 30 days following the date of final decision.
Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection at the public counter at City Hall located on the first floor at 1232 Washington Street during normal business hours.

This time is set aside to receive comments from the public regarding matters on the Consent Calendar or matters of municipal concern not on the agenda. Pursuant to Government Code section 54954.3 (the Brown Act), however, the Council cannot consider any issues or take action on any requests during this comment period. Speakers are encouraged to limit their comments to 3 minutes maximum so that all speakers have an opportunity to address the City Council.

I) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

2) Minutes of the March 15, 2011 City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

3) Consideration of an Ordinance, initiated by the City of Calistoga pertaining to Code Enforcement ? repealing and amending Chapter 1.08 (General Penalty), and Chapter 1.12 (Code Enforcement).
RECOMMENDED ACTION: Adopt Ordinance No. 677

4) Consideration of a Resolution accepting as complete the Calistoga Buildings Lighting Retrofit Project constructed by Reyff Electric, Inc.
RECOMMENDED ACTION: Adopt Resolution.

J) PUBLIC HEARING
5) Consideration of a Resolution authorizing the Public Works Department to submit a Fiscal Year 2010-11 Community Development Block Grant Program application, and the execution of technical grant agreements.
RECOMMENDED ACTION: Adopt Resolution.

K) GENERAL GOVERNMENT
6) Discussion regarding Fiscal Year 2010/11 budget along with a report on year-to-date transient occupancy tax revenues.
RECOMMENDED ACTION: Discuss and accept report.

7) Consideration of setting Special City Council Study Sessions and a Public Hearing dates for the Fiscal Year 2011/ 2012 Budget.
RECOMMENDED ACTION: Discuss and provide direction.
