A) ORAL COMMUNICATIONS: Pursuant to provisions of the Government Code §54957, this is the time provided for members of the public to address the City Council regarding matters of municipal concern (maximum of three minutes per speaker).
B) CALL TO ORDER
C) ADJOURN TO CLOSED SESSION ON THE FOLLOWING MATTERS:
1. Conference with Legal Counsel, Existing Litigation pursuant to Government Code Section 54956.9(a):
Grant Reynolds v. City of Calistoga, Napa County Superior Court Case No. 26-56480.

2. Conference with Labor Negotiators (Labor Negotiator Deborah Glasser Kolly, and City Manager Richard Spitler) pursuant to GC §54957.6.

CITY COUNCIL REGULAR MEETING
TUESDAY,  SEPTEMBER 20, 2011 - 7:00 P.M.

A) CALL TO ORDER
B) SALUTE TO THE FLAG
C) ORAL COMMUNICATION ON CONSENT ITEMS OR NON-AGENDA ITEMS
This time is set aside to receive comments from the public regarding matters on the Consent Calendar or matters of municipal concern not on the agenda. Pursuant to Government Code section 54954.3 (the Brown Act), however, the Council cannot consider any issues or take action on any requests during this comment period. Speakers are encouraged to limit their comments to 3 minutes maximum so that all speakers have an opportunity to address the City Council.

D) CERTIFICATES OF APPRECIATION
1) Presentation of a Certificates of Appreciation to former Community Resources Commissioners Shirley Blomquist, Heidi Ticen, Indira Lopez, and Michael Wysocki.

E) PROCLAMATION
2) Proclamation declaring the month of October as Better Bag Month.

F) ADOPTION OF MEETING AGENDA
G) COUNCIL REQUESTS AND IDEAS FOR DISCUSSION
H) CONSENT CALENDAR
3) Minutes of the August 16, 2011 regular City Council meeting, and the minutes of the August 23, 2011 special City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

4) Consideration of a Resolution authorizing the acceptance of a donation of office furniture from Calistoga Mineral Water for City office use.
RECOMMENDED ACTION: Adopt Resolution.

I) GENERAL GOVERNMENT
5) Consideration of a Resolution authorizing an update to the Calistoga Bicycle Transportation Plan that will occur in conjunction with Napa County Transportation and Planning Agencys update to the Countywide Bicycle Transportation Plan, and to initiate a related General Plan amendment.
RECOMMENDED ACTION: Adopt Resolution.

6) Consideration of Resolutions amending and establishing appropriation limits for Fiscal Years 2009/2010 and 2010/2011, and approving the appropriations limits for Fiscal Year 2011/2012.
RECOMMENDED ACTION: Adopt Resolutions.

7) Discuss and provide direction to the Mayor regarding the voting direction on the 2011 League of California Cities Conference Resolutions.
RECOMMENDED ACTION: Discuss and provide direction.

8) Consideration of a Resolution authorizing the City Manager to provide up to $12,000 in Community Development Program Funds to the Calistoga Family Center to fund a senior outreach program to provide limited emergency housing funding, and counseling assistance for those impacted by recent rent increases at the mobile home parks.
RECOMMENDED ACTION: Adopt Resolution.

J) ADJOURNMENT
To the next scheduled regular meeting of the Calistoga City Council, on Tuesday, October 4, 2011, Calistoga Community Center, 1307 Washington Street, 7:00 p.m.
