E) ADOPTION OF MEETING AGENDA

1) Presentation by John Tuteur, Napa County Registrar of Voters, regarding the results of the General Municipal Election held in the City of Calistoga, November 4, 2008.
RECOMMENDED ACTION: Receive presentation.

G) ELECTION RESULTS

2) Consideration of a Resolution declaring the results of the General Municipal Election held in the City of Calistoga, November 4, 2008.

RECOMMENDED ACTION: Adopt Resolution.

H) OATH OF OFFICE

3) The City Clerk will administer the Oath of Office to the newly elected Officials who will then assume their seats.

I) CERTIFICATE OF APPRECIATION

4) Presentation of Certificate of Appreciation to Kathleen Guill for her service to Planning and Building Department (5 years).

J) PRESENTATION

5) Presentation by Mr. Jack Betourne of the Napa County Stormwater Management Program.

K) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

6) Accounts payable for the period ending Wednesday, November 26, 2008
($543,973.55).
RECOMMENDED ACTION: Approve payables.

7) Minutes of the November 18, 2008 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

8) Consideration of an Ordinance to amend the Calistoga Municipal Code to establish provisions to authorize sidewalk dining establishments within the public right-of-way in the Commercial Land Use Districts in the City of Calistoga.
RECOMMENDED ACTION: Adopt Ordinance.

L) PUBLIC HEARING

9) Consideration of a Resolution to levy a Special Assessment and Lien on property owned by Carla Marie and Robert Iona Karpuk (1820 Grant Street - APN 011-043-039) to recover public nuisance abatement cost.
RECOMMENDED ACTION: To hold public hearing and adopt Resolution.

10) Consideration of a Resolution authorizing submittal of an application to the United States Department of Agriculture, Rural Development for $5.0 million dollars of financial assistance to construct the Mt. Washington Water Storage Tank Project at 335 Silverado Trail (APN 011-050-033) within the “PD”, Planned Development Zoning District.
RECOMMENDED ACTION: Adopt Resolution.

M) GENERAL GOVERNMENT

11) Consideration of Resolution confirming the Mayor’s appointments to the Planning Commission, County Wide Bicycle Advisory Committee, and Community Resources Commission, and Measure A-Financial Oversight Committee:
RECOMMENDED ACTION: Adopt Resolution.

12) Consideration of a Resolution authorizing the City Manager to execute a funding agreement with Napa County for the Farm Worker Centers.
RECOMMENDED ACTION: to be continued to the december 16, 2008 council meeting.

13) Consideration of a Resolution approving the purchase and installation of an Accessible Pedestrian Signal (APS) System at Washington St. and Lincoln Avenue/Highway 29.
RECOMMENDED ACTION: Adopt Resolution.
