G) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

1) Accounts payable for the period ending Thursday, July 30, 2009.
($16,747.55)

RECOMMENDED ACTION: Approve payables.

2) Minutes of the July 21, 2009 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

3) Adopt an Ordinance to amend Title 15, Chapter 15.50 titled Board of Appeals, of the Calistoga Municipal Code to clarify, streamline and improve program implementation.
RECOMMENDED ACTION: Adopt Ordinance.

H) PUBLIC HEARING
4) Consideration of Resolutions to amend the General Plan Land Use Map and Land Use Element and Ordinances to amend the Zoning Ordinance Map and Zoning Ordinance, specifically the Community Commercial District. The subject property is located at 963/965 Silverado Trail (APN 011-050-043) within the High Density Residential Land Use Designation and “R3” Residential/Professional Office Zoning District. RECOMMENDED ACTIONS:
A.     Adopt a Resolution approving a General Plan Land Use Map Amendment 
        redesignating the subject property from High Density Residential to 
        Community Commercial.
B.     Adopt a Resolution approving a General Plan Land Use Element Text Amendment 
        to the Entry Corridor 2 Downvalley Silverado Trail.
C.     Introduce Ordinance amending the Zoning Map redesignating the subject p
        roperty from “R3” Residential/Professional Office to “CC” Community 
        Commercial–Design
        District and waiving its first reading.
D.     Introduce Ordinance amending the Zoning Ordinance to allow wineries and 
        bicycle sales, rentals and tours as conditionally permitted uses with the 
        “CC” Community Commercial-Design District and waiving its first reading.

5) Consideration of Resolutions to adopt a Mitigated Negative Declaration, to grant an exception to the wastewater connection requirements to allow individual septic systems, and to approve a Tentative Parcel Map to divide a 9.70-acre parcel into four lots. The subject property is located on Grant Street (APN 011-390-035) within the “RR”, Rural Residential Zoning District.

    • Low Vision Group Meeting on Thursday, August 21st (1:30 PM, Rancho de 
       Calistoga Club Room). 
    • Climate Action Plan joint Planning Commission/Community Resources 
       Commission public meeting August 5, 2009 at 5:30 p.m. at the Community Center. 
    • State Budget update. 
    • Urban Design Plan/Merchant sub-committee update. 
    • Hispanic Community Meeting at the Community Center, August 11th at 6:30 p.m.

J) CITY COUNCIL ADJOURNMENT
To the next scheduled regular meeting of the Calistoga City Council, on Tuesday, August 18, 2009, Calistoga Community Center, 1307 Washington Street, 7:00 p.m.
