1) Presentation of Certificates of Appreciation to the following for five years of service to Calistoga: Jim Smith, Senior Civil Engineer and Mark Harden, Senior Police Officer.

H) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.
2) Accounts payable for the period ending Thursday, January 28, 2010.
($137,709.28).
RECOMMENDED ACTION: Approve payables.
3) Minutes of the January 19, 2010 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.
4) Consideration of a Resolution authorizing a request to the Metropolitan Transportation Commission for the allocation of Fiscal Year 2009/10 Transportation Development Act Article 3 Pedestrian/Bicycle project funding in the amount of $60,000, and approving a budget adjustment to authorize the appropriation of said funds during the 2009/10 budget year.
RECOMMENDED ACTION: Adopt Resolution.
5) Consideration of a Resolution approving the Calistoga Family Center’s request for a street closure on May 1, 2010.
RECOMMENDED ACTION: Adopt Resolution.
6) Consideration of a Resolution authorizing the submittal of an application to the California Energy Commission's Energy Efficiency Conservation Block Grant program for $28,114 to fund lighting retrofits in City facilities and appropriation of said funds during the 2009/10 budget year.
RECOMMENDED ACTION: Adopt Resolution.
7) Consideration of a Resolution authorizing acceptance of a Transportation Funding for Clean Air grant in the amount of $8,500, and approving a budget adjustment to authorize the appropriation of said funds during the 2009/10 fiscal year.
RECOMMENDED ACTION: Adopt Resolution.

8) Consideration of a Resolution to reflect the amendment of the adopted Fiscal Year 2009/2010 General Fund Budget.
RECOMMENDED ACTION: Adopt Resolution, discuss and provide direction.
9) Consideration of a Resolution authorizing a budget adjustment in the amount of $10,000 from the Affordable Housing Fund Account, and authorizing the execution of a funding agreement with Calistoga Affordable Housing, Inc. (CAH) to support the “Rebuilding Calistoga Program”.
RECOMMENDED ACTION: Adopt Resolution.
