RECOMMENDED ACTION: Approve Minutes.
3) Consideration of a Zoning Ordinance Text Amendment, initiated by the City of Calistoga, amending Title 17 (Zoning) to establish interim measures for reducing regulatory barriers to economic development.
RECOMMENDED ACTION: Adopt Ordinance.
4) Approving the Annual Parade List and authorizing the Public Works Department to apply for Encroachment Permits from Caltrans.
RECOMMENDED ACTION: Adopt Resolution.
5) Consideration of a Resolution authorizing the acceptance of a donation in the amount of $200.00 from the Roman Spa Hot Springs Resort.
RECOMMENDED ACTION: Adopt Resolution.
6) Consideration of a Resolution accepting as complete the Palisades-Calistoga Resort, LP (Solage) Project off-site public improvements.
RECOMMENDED ACTION: Adopt Resolution.
7) Consideration of a Resolution authorizing the acceptance of a Community Resource donations for Holiday Dinner and Amigos Program in the amount of $3,921.
RECOMMENDED ACTION: Adopt Resolution.
8) Consideration of a resolution authorizing the lease-purchase of various City equipment in the amount of $248,460.

9) Consideration of a Resolution establishing a criminal justice administration fee.
RECOMMENDED ACTION: Adopt Resolution.
10) Consideration of an amendment to Calistoga Municipal Code (CMC 2010-02), initiated by the City of Calistoga, to establish regulations for authorizing Special Events occurring in the City by amending Title 5 Business Taxes, Licenses and Regulations, Title 3 Revenue, Finance, and Expenditure, specifically Chapter 3.30 Film Permits for Motion Picture and Television Production and Title 17 Zoning, specifically, Section 17.40.050 Action – Administrative Use Permits.
RECOMMENDED ACTION: Introduce the Ordinance and waive the first reading.

11) Consideration of a Resolution authorizing awarding a contract in the amount $37,930 to Reyff Electric, Inc. for the City Buildings Lighting Retrofit Project and authorizing the City Manager to execute the agreement
RECOMMENDED ACTION: Adopt Resolution.
12) Consideration of a Resolution authorizing the City Manager to enter into a reimbursement agreement for drainage improvements in southeastern Calistoga in conjunction with the Palisades-Calistoga Resort, LP (Solage) project, and to authorize the City Manager to reimburse Palisades-Calistoga Resort, LP in the amount of $600,000 using Measure A Flood Control and Water Supply Reliability Revenues.
RECOMMENDED ACTION: Adopt Resolution.
