This time is set aside to receive comments from the public regarding matters on the Consent Calendar or matters of municipal concern not on the agenda. Pursuant to Government Code section 54954.3 (the Brown Act), however, the Council cannot consider any issues or take action on any requests during this comment period. Speakers are encouraged to limit their comments to 3 minutes maximum so that all speakers have an opportunity to address the City Council.

1) Presentation by Paul Price, Napa County Transportation and Planning Agency Executive Director, regarding the proposed Napa County Transportation Sales Tax Measure.

H) CONSENT CALENDAR

2) Minutes of the November 1, 2011 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes. 

3) Consideration of a Resolution approving the 2012 City Council meeting schedule.
RECOMMENDED ACTION: Adopt Resolution.

I) GENERAL GOVERNMENT

4) Consideration of a Resolution authorizing the execution of a professional services agreement with Joel Galbraith and Associates in the amount not to exceed $25,000 for developer-paid planning services to process the Silver Rose Resort land use entitlement application.
RECOMMENDED ACTION: Adopt Resolution. 

5) Consideration of a Resolution confirming the Mayors recommendations to the Napa County Gang and Youth Violence Commission.
RECOMMENDED ACTION: Adopt Resolution.

6) Discussion and direction regarding an amendment to the Calistoga Municipal Code regarding Public Works Bids (Title 3.32), and Purchasing Requirements (Title 3.34).
RECOMMENDED ACTION: Discuss and provide direction.

7) Consideration of canceling the December 20, 2011 Council meeting.
RECOMMENDED ACTION: Adopt Resolution.

8) Consideration of a Resolution confirming the Mayors appointments to local and regional bodies.
RECOMMENDED ACTION: Adopt Resolution.

J) ADJOURNMENT

Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection at the public counter at City Hall located on the first floor at 1232 Washington Street during normal business hours.
