2024 Calistoga City Council Regular Meeting Schedule - Resolution 2023-77

Regular meetings of the Calistoga City Council are usually held on Tuesday every 3 weeks at 6:00 PM in the Calistoga Community Center, located at 1307 Washington Street. The public is welcome to attend and participate in all public sessions of the Council. Current Agenda information and staff reports are available online here: https://calistoga.civicweb.net/Portal/ or by calling the City Clerk's Office at 707-942-2807. City Council Meetings are broadcasted live on Channel 28. If you are unable to attend or miss the live broadcast, City Council meetings are re-broadcasted

This time is set aside to receive comments from the public regarding matters on the Consent Calendar or matters of municipal concern not on the agenda. Pursuant to Government Code section 54954.3 (the Brown Act), however, the Council cannot consider any issues or take action on any requests during this comment period. Speakers are encouraged to limit their comments to 3 minutes maximum so that all speakers have an opportunity to address the City Council.

RECOMMENDED ACTION: Approve Minutes.

3) Consideration of a resolution authorizing the execution of a professional services agreement with Vernazza Wolfe for preparation of a study on the viability of mobile home parks as an affordable housing option for seniors funded by a State Community Development Block Grant.

H) PUBLIC HEARING

4) Consideration of Resolutions approving a storage shed within the floodway and authorizing a non-routine encroachment for the storage shed at 1322 Cedar Street (APN 011-223-006).
RECOMMENDED ACTIONS:
A. Adopt a Resolution approving a Variance allowing a structure within the Floodway;
B. Adopt a Resolution authorizing a non-routine encroachment for a structure within the public right-of-way.

5) Consideration of text amendments to the Calistoga Municipal Code, initiated by the City of Calistoga, amending Title17 (Zoning) to establish a procedure whereby persons with disabilities seeking equal access to housing may request reasonable accommodation in the application of zoning laws and other land use regulations, policies and procedures.
RECOMMENDED ACTION: Introduce the Ordinance and waive first reading.

6) Periodic report on Growth Management System Program allocations for the 2010–2014 program cycle and update on available water supply and wastewater treatment capacity.

7) Consideration of a Resolution confirming the Mayor’s appointment to the Bicycle Advisory Committee.
RECOMMENDED ACTION: Adopt Resolution.

8) Consideration of a Resolution rescinding any resolution of the City Council creating the Bicycle Advisory Committee and, as a replacement, establish an Active Transportation Committee.

Judicial review of any City administrative decision may be had only if a petition is filed with the court not later than the 90th day following the date upon which the decision becomes final. Judicial review of environmental determinations may be subject to a shorter time period for Litigation, in certain cases 30 days following the date of final decision.

PLEASE NOTE: Any person who wishes to speak regarding an item on the agenda or make a comment under the “Oral Communication” portion of the agenda may voluntarily complete a “Speaker Card” and submit it to the City Clerk BEFORE that portion of the agenda is called. Speaker cards are available on the table in back of the room. Please observe the time limit of three minutes.

Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection at the public counter at City Hall located on the first floor at 1232 Washington Street during normal business hours.
