2024 Calistoga City Council Regular Meeting Schedule - Resolution 2023-77

Regular meetings of the Calistoga City Council are usually held on Tuesday every 3 weeks at 6:00 PM in the Calistoga Community Center, located at 1307 Washington Street. The public is welcome to attend and participate in all public sessions of the Council. Current Agenda information and staff reports are available online here: https://calistoga.civicweb.net/Portal/ or by calling the City Clerk's Office at 707-942-2807. City Council Meetings are broadcasted live on Channel 28. If you are unable to attend or miss the live broadcast, City Council meetings are re-broadcasted

6) Consideration of a Resolution rescinding Resolution No. 98-113 and Re-Establishing Guidelines for Public Convenience or Necessity Determination, as Required by the California Department Alcoholic Beverages Control (ABC) prior to Issuing a License(s) to Sell Alcoholic Beverages (both on-sale and off-sale) in an Area that is Considered to be “Over-Concentrated”.

H) PUBLIC HEARING
7) Consideration of Amendments to the Calistoga Municipal Code to add Chapter 6.06 Domestic Chicken Keeping (MCA 2014-2), and Amend the RR, R-1/R-1-10, R-2 and R-3 Zoning Districts (Chapters 17.14, 17.16, 17.18 and 17.19, respectively) to allow the keeping of domestic chickens as an accessory use, subject to certain limitations. The proposed amendments are exempt from the California Environmental Quality Act (CEQA) under Section 15061(b)(3) of the CEQA Guidelines.
RECOMMENDED ACTION: Introduce the Ordinance and Waive First Reading.

8) Consideration of a Resolution Granting Mount View Hotel an on-sale and off-sale alcoholic beverage license due to Public Convenience or Necessity.
RECOMMENDED ACTION: Adopt Resolution.

9) Consideration of a Waiver from undergrounding existing overhead utilities within the White Parcel Map (PM 2013-1) pursuant to CMC §16.02.080. The property is on the northwestern side of Mora Avenue approximately 1,774 feet from the intersection of Grant Street. The Planning Commission adopted a Mitigated Negative Declaration, in accordance with the California Environmental Quality Act, for the subject parcel map.
RECOMMENDED ACTION: Adopt Resolution.

10) Consideration of a Resolution adopting guidelines to be used in reviewing the Design of Residential Development (CI 2013-1 & CI 2014-1). Adoption of the proposed guidelines is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines.
RECOMMENDED ACTION: Adopt Resolution.

11) Consideration of Amendments to the Calistoga Municipal Code Chapter 17.06, Design Review (ZOA 2014-1), to require the consideration of adopted design guidelines in reviewing design review applications and to add required findings for application approval, along with minor language changes, and the rescission of Chapter 17.34, Single-Family Residential Standards. The proposed amendments are exempt from the California Environmental Quality Act (CEQA) under Section 15061(b)(3) of the CEQA Guidelines.
RECOMMENDED ACTION: Introduce the Ordinance and Waive First Reading.

12) Consideration of a Resolution Adopting the Calistoga Climate Action Plan (CAP) to Implement Green House Gas Emissions Reduction Measures, including Researching and Applying for Grant Funding.
