E) ADOPTION OF MEETING AGENDA

F) PROCLAMATION
1) Proclamation recognizing Dispatcher Molly Harden as Calistoga Police Department 2008 Dispatcher of the Year.

2) Proclamation recognizing Officer Curtis Madrigal as Calistoga Police Department 2008 Police Officer of the Year.

G) PRESENTATION
3) Presentation of the Life Guard Certificates to Calistoga’s first group of life guards.

H) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

4) Accounts payable for the period ending Thursday, April 2, 2009.
($729,108.70) RECOMMENDED ACTION: Approve payables.

5) Minutes of the March 17, 2009 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

6) Consideration of a Resolution accepting as complete the Pestoni Subdivision Improvements located at Highland Court and Foothill Blvd., and the Sewer Lift Station Improvements located within the Rancho de Calistoga Mobile Home Park.
RECOMMENDED ACTION: Adopt Resolution.

7) Consideration of a Resolution authorizing the acceptance of a donation in the amount of $150.00 from Chateau Montelena Winery.
RECOMMENDED ACTION: Adopt Resolution.

8) Consideration of a Resolution authorizing use of a portion of Washington Street from First Street to the Calistoga Fire Station for the Winrod/Chamber of Commerce Classic Car Show special event on May 9, 2009.
RECOMMENDED ACTION: Adopt Resolution.

I) PUBLIC HEARING
9) Consideration of the introduction of an Ordinance to amend the Vineyard Oaks Development Agreement regarding timing of payment of Special Public Benefits and Utility Connection Fees.
RECOMMENDED ACTION: Introduce Ordinance and waive first reading.
A copy of the Approved Development Agreement is available at the Office of the City Clerk.

J) GENERAL GOVERNMENT
10) Presentation by Terry Krieg, CPA, on the independent audit of the Comprehensive Annual Financial Report (CAFR) for Fiscal Year ending June 30, 2008.
RECOMMENDED ACTION: Receive presentation, accept and file audited report.

11) Presentation and discussion regarding proposed uses for Measure A (the 1997 Napa County Flood Protection Sales Tax Measure) funding.
RECOMMENDED ACTION: Receive presentation and provide direction.

12) Presentation regarding the response to the City of Calistoga Police Department’s community services survey.
RECOMMENDED ACTION: Receive presentation, discuss and provide direction as appropriate.

14) Presentation regarding the Insurance Services Office’s (ISO) Public Protection Classification Program relative to fire insurance.
RECOMMENDED ACTION: Receive presentation, discuss and provide direction as appropriate.

15) Discussion regarding consideration of changing the date of the May 19, 2009 City Council meeting due to the May 19, 2009 Statewide Special Election.
RECOMMENDED ACTION: Discuss and provide direction.

16) Progress report regarding the City of Calistoga’s efforts towards the preparation of a community Climate Action Plan.
RECOMMENDED ACTION: Receive presentation, discuss and provide direction as appropriate.
