1) Presentation by Dr. Karen Smith, Napa County Public Health Officer, regarding an update on the status of the swine influenza virus.
RECOMMENDED ACTION. Receive update.

G) PROCLAMATION
2) Proclamation recognizing the week of May 3rd through May 9th as Teacher Appreciation Week.
3) Proclamation announcing the week of May 3rd – 9th as Building Safety Week.
H) COUNCIL REQUESTS AND IDEAS FOR DISCUSSION
I) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

4) Accounts payable for the period ending Thursday, April 30, 2009
($231,695.70).

RECOMMENDED ACTION: Approve payables.

5) Minutes of the April 21, 2009 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

6) Consideration of a Resolution directing the City Engineer to prepare and file a report for the Palisades Subdivision Landscape Maintenance District in accordance with Article 4 of Chapter 1 of the California Streets and Highways Code.
RECOMMENDED ACTION: Adopt Resolution.

7) Consideration of a Resolution directing the City Engineer to prepare and file a report for the Silverado Place Subdivision Landscape Maintenance District in accordance with Article 4 of Chapter 1 of the California Streets and Highways Code.
RECOMMENDED ACTION: Adopt Resolution.

8) Consideration of a Resolution authorizing the City Manager to execute a contract with US Bank Voyager Fleet Systems for an offsite fleet fueling system.
RECOMMENDED ACTION: Adopt Resolution.

9) Authorization of a letter of support signed by the Mayor regarding a proposal by Senator Wiggins to rename Lake County Highway (Highway 29 from Lake Street to Tubbs Lane) to Silverado Trail.
RECOMMENDED ACTION: Authorize the letter of support.

10) Consideration of a Resolution authorizing the City Manager to execute a Memorandum of Understanding with the Calistoga Police Officer’s Association regarding labor terms and conditions.
RECOMMENDED ACTION: Adopt Resolution.

J) PUBLIC HEARING
11) Consideration of the introduction of an Ordinance to amend the Calistoga Municipal Code Chapter 19.02 Growth Management System to clarify, streamline, and improve program implementation.
RECOMMENDED ACTION: Continue Public Hearing to May 19, 2009.

K) GENERAL GOVERNMENT
12) Consideration of a Resolution establishing a Down Payment Assistance Program for income eligible households with members who live or work in the City of Calistoga.
RECOMMENDED ACTION: Adopt Resolution.

13) Appointment of a City Council Ad Hoc Subcommittee to work with staff regarding the scope of services for the terms for a new agreement with the Calistoga Chamber of Commerce for marketing and promotional services.
RECOMMENDED ACTION: Discuss and appointment of a two member ad hoc committee.

14) Presentation by the Aquatics and Recreation Manager of the community pool programming plans, schedules and general update for the initial season.
RECOMMENDED ACTION: Receive presentation, discuss, and provide direction.

15) Consideration of a Resolution authorizing a professional services agreement with TBEnterprises regarding strategic planning services in the amount not-to-exceed $6,500.
RECOMMENDED ACTION: Adopt Resolution.

16) Consideration of a Resolution authorizing the development of a Reimbursement Agreement related to the design and construction of a Sewer Lift Station as a part of the Pestoni Subdivision.
RECOMMENDED ACTION: Adopt Resolution.

L) CITY MANAGER REPORTS
• Update regarding Recreation Facilities planning;
• Update regarding the City’s Fire Station Renovation Project;
