H) CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

2) Accounts payable for the period ending Thursday, February 18, 2010. ($382,247.83).
RECOMMENDED ACTION: Approve payables.

3) Minutes of the February 16, 2010 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.

4) Consideration of an Ordinance, initiated by the City of Calistoga, for a text amendment to Title 10, Vehicles and Traffic, specifically Section 10.36.80 (Time Limit Parking), and adding Section 10.36.160 (Obstruction or Interference with Police of Authorized Officers), and repealing Section 10.36.100 (Use of streets for storage of vehicles prohibited).
RECOMMENDED ACTION: Adopt Ordinance.

I) GENERAL GOVERNMENT
5) Presentation regarding the Napa Valley Vine Trail and consideration of a Resolution of support regarding the project’s case statement.
RECOMMENDED ACTION: Adopt Resolution.

6) Establish a date and format for the annual City Council’s strategic planning and goal setting meeting.
RECOMMENDED ACTION: Set date, offer comments and direction.

7) Identification of topics for discussion at the March 11, 2010 Special Community Resources Commission and City Council Joint Meeting.
RECOMMENDED ACTION. Discuss and provide direction.

8) Consideration of a Resolution authorizing a budget adjustment in the amount of $7,000 from the Affordable Housing Fund Account, and authorizing the City Manager to execute the Amendment to the funding agreement with Calistoga Affordable Housing, Inc. to support the “Rebuilding Calistoga Program”.
RECOMMENDED ACTION: Adopt Resolution.
