This time is set aside to receive comments from the public regarding matters on the Consent Calendar or matters of municipal concern not on the agenda. Pursuant to Government Code section 54954.3 (the Brown Act), however, the Council cannot consider any issues or take action on any requests during this comment period. Speakers are encouraged to limit their comments to 3 minutes maximum so that all speakers have an opportunity to address the City Council.
D) APPRECIATION AWARDS
1) Appreciation awards to Police Chief Jonathan Mills (25 years of service); and Water Systems Superintendent Warren Schenstrom (5 year of service).

2) Presentation by Olivia Lemen, Recreation Service Manager, regarding the 2011 Calistoga Community Pool season.

RECOMMENDED ACTION: Approve Minutes.
4) Consideration of a Resolution authorizing the use of Washington Street from First Street to Second Street for the Calistoga Chamber of Commerce €Calistoga Downtown Blues Festival€ on October 22, 2011.
RECOMMENDED ACTION: Adopt Resolution.
I) PUBLIC HEARING
5) Receive report regarding the expenditure of the Citizens Option for Public Safety (COPS) grant funding for Fiscal Year 2010/2011.
RECOMMENDED ACTION: Receive and accept report.
J) GENERAL GOVERNMENT
6) Discussion to confirm and finalize City Council direction on the preparation of a grape sourcing ordinance for wineries and winery tasting rooms.
RECOMMENDATION: Discuss and provide final direction to staff.

7) Presentation of a City Financial Report by Acting Administrative Services Director Spilman to address the Preliminary Fiscal Year 2010/2011 Year-end Report, and the two month status of Fiscal Year 2011/2012 Budget.
RECOMMENDED ACTION: Receive presentation.
