The City of Calistoga is committed to public participation in City government in a manner that is consistent with guidance and Health Orders issued by the Napa County Public Health Officer and the Governor’s Executive Orders N-69-20, N-29-20 and N-25-20, which suspend certain requirements of the Brown Act. This Meeting is necessary so that the City can conduct necessary business and is permitted under the Napa County Health Order No. 20-06 as an Essential Governmental Function. 

Consistent with the above-referenced Orders, this meeting will not be physically open to the public. Planning Commissioners and staff will be video/teleconferencing into the meeting. To maximize public safety while still maintaining transparency and public access, members of the public can observe and participate in the meeting from home. Below is information on how the public may observe and participate in the meeting. The City recognizes that not all residents have the same ways to stay engaged, so several alternatives are offered. Please participate in the meeting by observing or listening to the meeting in one of the following ways:

COMMENT ON THESE MATTERS: Please participate in the meeting by providing public comment on any item on the agenda or any item of municipal concern. 1.   Silverado Terrace – Use Permit 2020-8, Design Review DR 2020-7, and Tentative Map TM 2020-3: Consideration of use permit, design review and subdivision applications, and a request for a density bonus and affordable housing concessions/incentives for the construction of 50 apartment/condominiums and related improvements at 1408 & 1506 Grant Street (APNs 011-101-001 and 011-101-009). This proposed project is categorically exempt from the California Environmental Quality Act (CEQA) under Sections 15183 and 15332 of the CEQA Guidelines.

2.   (Continued Item) Vault Wine & Artifacts – Use Permit UP 2020-6 and Design Review DR 2020-5: Consideration of use permit and design review applications to modify the façade of an existing structure and permit an existing antiques business to also allow wine tasting at 1124 Lincoln Avenue (APN 011-254-005). This proposed action is exempt from the California Environmental Quality Act (CEQA) under Sections 15301 and 15303 of the CEQA Guidelines.

PUBLIC COMMENTS:  Speakers may provide their name and subject of discussion. Presentations to the Commission are generally limited to three minutes. Additional time may be granted by the Commission Chair as appropriate to the scope of the project

DECISION:  For applications that require review by the City Council, the Commission’s action is a recommendation to the Council. In cases where no other action is required, the action of the Commission is final unless appealed.

APPEALS:  Anyone who does not agree with the Planning Commission’s decision or the conditions that have been imposed by the Commission in approving an agenda item may appeal the Commission’s action to the City Council.  Appeals must be filed within 10 calendar days from the date of the Commission’s action. Appeals may be limited to those issues raised at the public meeting. For additional information concerning the requirements for filing an appeal, please contact the Planning & Building Department, 1232 Washington Street, Calistoga or call 707.942.2830.

NOTICE: If you challenge the City’s decision in court, you may be limited to raising only those issues you or someone else raised at the public hearing, or in written correspondence delivered to the City Council at, or prior to, the public hearing. Judicial review of any City administrative decision may be heard only if a petition is filed with the court not later than the 90th day following the date upon which the decision becomes final. Judicial review of environmental determinations may be subject to a shorter time period for litigation, in certain cases 30 days following the date of final decision.
