B) ORAL COMMUNICATION ON CONSENT ITEMS OR NON-AGENDA ITEMS:
Pursuant to provisions of the Government Code §54957, this is the time provided for members of the public to address the City Council regarding matters on this agenda (maximum of three minutes per speaker)

NOTICE: If you challenge a city’s zoning, planning, or other decision in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing. Judicial review of any City administrative decision may be had only if a petition is filed with the court not later than the 90th day following the date upon which the decision becomes final. Judicial review of environmental determinations may be subject to a shorter time period for Litigation, in certain cases 30 days following the date of final decision.
Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection at the public counter at City Hall located on the first floor at 1232 Washington Street during normal business hours.

2) Appreciation awards to Director of Public Works Dan Takasugi (5 years of service), Plant Operator Dean Alexander (5 years of service), and Police Officer Kristine Romo (10 years of service).
3) Napa Valley Housing Authority presentation on services to Calistoga.
RECOMMENDED ACTION: Receive presentation.
H) CONSENT CALENDAR
4) Minutes of the March 20, 2012 regular City Council meeting.
RECOMMENDED ACTION: Approve Minutes.
5) Consideration of a Resolution directing the City Engineer to prepare and file a report for the Palisades Subdivision Landscape Maintenance District in accordance with Article 4 of Chapter 1 of the Streets and Highways Code.
RECOMMENDED ACTION: Adopt Resolution.
6) Consideration of a Resolution directing the City Engineer to prepare and file a report for the Silverado Place Subdivision Landscape Maintenance District in accordance with Article 4 of Chapter 1 of the Streets and Highways Code.
RECOMMENDED ACTION: Adopt Resolution.
I) PUBLIC HEARING
J) GENERAL GOVERNMENT
7) Preliminary report on the status of the City Water and Wastewater Enterprise Funds.
RECOMMENDED ACTION: Receive report and provide direction.
8) Consideration of a Resolution approving the Napa Valley Transportation Authority’s Transportation Improvement Expenditure Plan for the Transportation Sales Tax Measure.
RECOMMENDED ACTION: Adopt Resolution.
9) Consideration of a Resolution authorizing preparation of Municipal Code amendments for the implementation of adopted Housing Element program actions related to emergency shelters, supportive and transitional housing, agricultural employee housing and streamlining of the City’s Growth Management System program.
RECOMMENDED ACTION: Adopt Resolution.
10) Consideration of setting Special City Council Study Sessions and a Public Hearing date for the Fiscal Year 2012/ 2013 Budget Adoption Process.
RECOMMENDED ACTION: Discuss and provide direction.
