3) Consideration of a Resolution approving Amendment No. 5 to the Funding Agreement with the Napa County Flood Protection and Watershed Improvement Authority requesting additional funds and a two-year extension.

4) Consideration of a Resolution authorizing a temporary appropriation for Water, Wastewater and Special Revenue Funds Budgets for Fiscal Year 2008/2009.

5) Consideration of Ordinances adopting a Zoning Ordinance Text Amendment and Development Agreement requested by Ed Nagel of BNK Investments for the Vineyard Oaks Subdivision, a 15 lot subdivision of 18 acres located at 2400 Grant Street.

6) Consideration of a Resolution accepting a donation in the amount of $100,000 from the Calistoga Firefighters Association towards the cost of the new Water Tender.

7) Consideration of a Resolution of endorsement for placing the Transportation Sales Tax Measure on the November 2008 ballot and approval of the proposed Improvement Expenditure Plan.
