The following items listed on the Consent Calendar are considered routine and are approved by a single motion. The Mayor or any member of the City Council or of the public may request that any item listed under the Consent Calendar be removed and action taken separately. In the event that an item is removed from the Consent Calendar, it shall be considered in its numerical order.

2) Consideration of a Resolution approving Amendment No. 7 to the Funding Agreement with Napa County Flood Protection and Watershed Improvement Authority.
RECOMMENDED ACTION: Adopt Resolution.

3) Consideration of a Resolutions increasing parking citation penalties and fees for certain police services.
RECOMMENDED ACTION: Adopt Resolutions.

4) Consideration of an Ordinance adopting Napa County Caregiver Ordinance 5.60 relating to requirements for permits for elder and/or dependent adult caregivers.
RECOMMENDED ACTION: Introduce Ordinance and waive the first reading.

5) Consideration of an Ordinance adopting Napa County Social Host Accountability Ordinance including imposition of civil fines and abatement costs.
RECOMMENDED ACTION: Introduce Ordinance and waive the first reading.

J) GENERAL GOVERNMENT
6) Presentation by Danis Kreimeier, Napa County Library Director, regarding a change in the hours for the Napa County/City Library in Calistoga.
RECOMMENDED ACTION: Receive a presentation.

7) Consideration of a Resolution approving the Community Resources Commission 2010/2011 Fiscal Year Work Plan.
RECOMMENDED ACTION: Adopt Resolution.

8) Consideration of a Resolution confirming the Mayor’s appointments to the Napa County Arts and Culture Commission.
RECOMMENDED ACTION: Adopt Resolution.

9) Consideration of a Resolution awarding a one-year contract with Calistoga Tribune in an amount not to exceed $20,000 for publication of legal advertisements for the period ending June 30, 2011, and authorizing the Interim City Manager to execute the contract.
RECOMMENDED ACTION: Adopt Resolution.

COPIES OF ALL STAFF REPORTS AND DOCUMENTS subject to disclosure that relate to each item of business referred to on the agenda are available for public inspection the Monday before each regularly scheduled City Council meeting at the City of Calistoga City Hall (first floor), located at 1232 Washington Street, Calistoga, CA. Any documents subject to disclosure that are provided to all, or a majority of all, of the members of the City Council regarding any item on this agenda after the agenda has been distributed will also be made available for inspection at the City Clerks Office during regular business hours."
